The Town of Otis
The Energy Committee has been working to make energy conservation a part of every day town business.
In the spring of 2008 a small group of officials, employees and citizens met to explore ways to bring down the rapidly increasing costs of operating the buildings owned by the Town of Otis. Since then, working quietly, energy efficient lighting was installed and a program to close down the town hall for three days a week was instituted and resulted in energy savings of above fifteen percent in fuel oil and electricity. The Wastewater Treatment Plant saw it’s equipment building and Bioclere trickling filters insulated also resulting in substantial savings in fuel oil and increased efficiency in plant operations.
A consulting engineer was hired to develop plans and specifications to complete the building envelope insulation project that was awarded grant money from the Department of Energy Resources. Construction will begin during the spring of 2010 and be completed during the summer of 2010.

Energy Efficiency and Conservation Block Grant Award.
On Wednesday February 17, 2010 The Town of Otis was awarded an Energy Efficiency and Conservation Block Grant (EECBG) Sub-Grant in the amount of $150,000.00 for thermal efficiency. These funds are made available by the American Recovery and Reinvestment Act of 2009, through the Department of Energy’s Energy Efficiency and Conservation Block grant program. The Commonwealth of Massachusetts Department of Energy Resources (DOER) is responsible for administering this sub-grant program. These funds will be used to supplement an earlier energy conservation grant and town funds to complete the building envelope and mechanical system upgrades.

Invitation to Bid: Town Hall Renovations
The Town of Otis, acting through its Board of Selectmen, invites sealed bids from
contractors for improvements to the Otis Town Hall. The work to be performed as
specified in the contract documents includes the installation of Structural Insulation
Panels (SIPs), windows and exterior doors to upgrade the energy efficiency of the town
hall. New siding and an upgrade to the North Entrance including a small new section of
roof covering a walkway are included in project identified as Otis Town Hall Building
Upgrade, Project # 2010-01.
Bid specifications and copies of the prevailing wage rates will be available at the Otis
Town Hall. All work must be performed in accordance with the specifications. Sealed
bids from Contractors, clearly marked Otis Town Hall Building Upgrade, Project # 2010-
01 will be received at the Otis Town Hall, One North Main Road, Otis Massachusetts
02153 until Friday, March 19, 2010 at 3:00 p.m. Sealed bids shall be read aloud at 3:30,
March 19, 2010.
There will be a mandatory walkthrough at the Otis Town Hall on Wednesday March 3,
2010 at 10 AM.
A bid guaranty from the General Contractor in the amount of 5% of the bid amount, shall
be included with the sealed bid in the form of a cash bid bond, certified check, treasurers
or cashiers check of a bank or trust company doing business in Massachusetts and shall
be made payable to the Town of Otis. A 100% performance bond and a 100% payment
bond will be required within 10 days of Notice of Award.
This contract is subject to the provisions of Chapter 30, Section 39M of the MGL. Wages
are subject to Massachusetts minimum wage rates under MGL chapter 149, section 26
through 27D. The contractor must agree to comply with all applicable Federal, State and
Local statutes, rules and regulations, including discrimination in employment.
The Selectmen reserve the right to reject any and all bids, to waive any informality in the
bids received and to accept the bid deemed to be in the best interest of the Town of Otis.
No bid shall be withdrawn within 60 days of bid opening. Questions should be directed to
