Planning Board Meeting Minutes
November 14, 2011


Meeting called to order by Howard Levin at 7:00 pm in the Otis Town Hall Planning Board room.  The meeting is recorded and a quorum is present.

Present:        Eve Kummel, Joel Morris, Howard Levin, Larry Gould, Hal Kobrin, Kevin Rocke, John Boleng, Chester Snow, Andrew Dyjak, Larry Hokins, Dan Zenkel

Absent: Rona Knight, Jack Conboy

Approval of Minutes:  The October 4, 2011 minutes were approved as written.  Eve moved to accept and Eve seconded, Kevin abstained, all others in favor.  

Berkshire Sports Academy/Dan Zenkel:  A Public Hearing for a Site Plan Review of the Berkshire Sports Academy, formerly Camp Nawaka, was held at this meeting, Map 15, Lot 60.  The new camp is for Girls’ Soccer and LaCrosse, and the camp expects to host 10 to 16 girls per camp session.  The sessions are planned to run from the last week of June to the end of August, with future sessions possibly running from mid-June to the end of Sept.  Two of the fields require lighting and the property needs a tall fence to keep the balls in the fields.  The Planning Board determined from the site plan that the fencing for the property has been done according to town regulations so no special permit is required for the fencing.
                The north field, which is closest to the road, will not be lit.  The south field and the artificial turf field will be lit.  Musco Sports Lighting was selected for their no spill Light Structure Green System.  Musco then gave their presentation on this technology.  The construction of the actual lights using visor optometric design plus the height of the poles work together to focus their light on the fields using fewer poles with very low to no light within a very small radius of the field, thus preventing glare and cutting off spill light to the abutters.  Hal noted he is familiar with Musco’s lighting and stated this technology is the right lighting to do and this plan is the way to do it.
                Dan Zenkel noted that the old tennis court will now be the basketball court and camp hours will not go into the late evenings.  A motion was made by Joel to meet or exceed the proposed foot candle layout shown on the lighting plan dated November 9, 2011 and submitted to the Planning Board on November 14, 2011.  Motion was seconded by Hal and the board voted unanimously to approve.  The $200.00 fee was paid in full.

Delegate/Alternate Appointment to BRPC:  It was noted that the Select Board attempted to replace Andy Pyenson with one of its members and was told the town’s delegate should be a Planning Board member.  This has been tabled to the next meeting so Howard has time to discuss this with Planning Board members.

        

Eve moved to adjourn the meeting, seconded by Joel, unanimously approved, and the meeting was adjourned at 7:46 pm.
